Who Is Eligible for HELB?
You are eligible to apply for a HELB loan if you are: a Kenyan citizen, enrolled or admitted at a recognized university or TVET institution in Kenya (some international institutions also qualify), pursuing a first-time undergraduate degree or diploma (HELB does not fund postgraduate studies), not already in default of a previous HELB loan, and able to demonstrate financial need through a means test. HELB prioritizes students from low-income backgrounds — the means test assessment influences the loan amount awarded.
How Much HELB Gives
HELB loan amounts for undergraduate students vary based on institutional category and the means test: Government-sponsored students at public universities: KSh 26,400–53,000 per academic year. Self-sponsored (parallel) students: KSh 26,400–53,000 per academic year. TVET students: KSh 26,400–50,000 per academic year. The loan is split between a tuition component (paid directly to the institution) and an upkeep component (paid to the student). The means test can increase or decrease the upkeep component.
Step-by-Step Application Process
Step 1: Visit helb.co.ke and create an account using your national ID number, phone number, and email address. Step 2: Log in and navigate to ‘First Time Borrower Application’. Step 3: Fill in your personal details, institution name, programme of study, year of study, and expected completion date. Step 4: Complete the means test section — this covers your parents’/guardians’ income, assets, and family size. Be honest; false information can result in loan cancellation. Step 5: Upload required documents (see next section). Step 6: Submit your application and note your application reference number.

Documents required for HELB application upload: scanned copy of national ID (both sides), scanned copy of KCSE certificate or result slip, copy of your university admission letter or KUCCPS placement letter, a filled and signed means test form (parent/guardian income declaration — available on the HELB website), parent/guardian ID copies, and if applicable, a death certificate if your parent is deceased or a disability certificate if your parent has a disability.
When Is HELB Disbursed?
HELB disburses in two tranches per academic year — one per semester. The first disbursement typically happens within 4–6 weeks of a successful application for continuing students, and sometimes later (8–10 weeks) for first-time applicants due to processing volume. The tuition component is sent directly to your institution; the upkeep component is sent to your registered Mpesa number or bank account. Confirm your correct payment details in your HELB profile.
